You can use any image as a banner, so yes, you could create it in Coral Painter. Save it as a jpeg and upload it from your computer into the header element.
There are lots of tutorials on the web showing you how to add it to your blog header area.
Make an image about 700px wide x 200 high and it should work just fine.
The image you created but can't get to work is 728 x 200 and if you click on it, the image URL is in your browser address window. Linking to that URL should make it show in your blogger header!

Thanks for the tips:) You'd think it would be simple but I still have a big white space on the side. I think computers can see me coming;)
Yay! Figured it out. Not centered, but the white square is gone.
Your banner image is displaying over to the left side, because this template code is written to diplay that way.
